Introduction
Initiatives
have been taken by National Health Mission, Health & FW Deptt. Odisha to undertake partnership
arrangement in meeting the growing needs for health services. The need for partnership
in healthcare has arisen from the need to augment the availability of
healthcare services, enhance accessibility of intended beneficiaries and enable
various models for enriching the quality of healthcare.
STATE
MANDATE IN PARTNERSHIP IN HEALTH:
1. Improving
access to health care services for the vulnerable.
2. Reaching
to the most unreached areas. INSTITUTIONAL ARRANGEMENTS:
1. District level, there is a
District NGO Committee headed by Collector & DM to explore the
possibilities for NGO intervention and recommends the proposals to the State
for necessary decision/approval. 2. There is a State NGO Committee of
Odisha State Health & FW Society under the Chairpersonship of Principal
Secretary, H&FW Department to take appropriate decision on
sanction/approval of NGO projects in health sector. 3. A full-fledged ‘PPP Cell’ is
operational at the Mission Directorate, NHM-Odisha to facilitate & manage
the partnership projects. 4. A uniform standard followed for
selection of partner NGO for involvement.
SCOPE
FOR INSTITUTIONAL PARTNERS:
Both NGOs and corporate houses
are engaged as implementing partners in NHM. 1. NGOs, selected through a
transparent selection process, are provided with grant-in-aid from NHM to
implement the projects. 2. Corporate houses are roped in to
take up the projects by using their Corporate Social Responsibility (CSR) fund.
